In 2021, as Texas was reeling from the devastating impact of Winter Storm Uri, Peter answered Governor Greg Abbott’s call to stabilize and strengthen the state’s independent electrical grid as Chairman of the Public Utility Commission of Texas (PUCT). Chief among his responsibilities as lead regulator of Texas’ power, telecom, and water industries was overseeing the Electric Reliability Council of Texas (ERCOT), the entity operating the power grid that provides electricity to the homes and businesses of more than 26 million Texans and supports the world’s 8th largest economy by GDP. During Winter Storm Uri, the grid came within five minutes of total failure, which would have resulted in 100% total blackout for multiple weeks. Due to Peter’s leadership implementing extensive operational, market, and regulatory reforms, the grid suffered zero system failures during his tenure despite setting dozens of all-time records for power demand. Working closely with Governor Abbott and the Texas Legislature, he led the effort to seat a completely new governing board at ERCOT in a matter of months and mitigated storm-induced costs to Texas businesses by structuring a complex $2.2 billion disaster securitization financing (AAA rated). During that time, he also successfully navigated almost $10 billion of storm-related litigation.

It is worth noting that when Governor Abbott called on Peter to fortify the Texas grid, he interrupted Peter’s term as Chairman of the Texas Water Development Board (TWDB), one of the world's largest water infrastructure banks. Before his early departure, Peter led over $6 billion of financing to support water and wastewater infrastructure across Texas. While overseeing the multi-billion-dollar State Water Implementation Fund for Texas (SWIFT) program, he successfully implemented significant financial reforms in the wake of COVID-19’s market disruptions. Peter also led the development and operation of the $1 billion Flood Infrastructure Fund and associated programs in the aftermath of Hurricane Harvey. His unique ability to integrate technical components, statewide planning and coordination, and significant financing into a single, coordinated system yielded one of the most comprehensive flood mitigation programs in the world.

Before entering public service, Peter held senior operating roles in upstream oil and gas, healthcare, and financial companies. He was previously a proprietary bond trader on the Chicago Mercantile Exchange and the Chicago Board of Trade, and he holds a BA from the University of Chicago and an MBA from the Stanford Graduate School of Business.
